Hugh grew up in Manitoba where he was called to the Bar in 1980. In Manitoba Hugh worked in Neepawa, Brandon, Morden, and Winnipeg as a general practitioner in the areas of Family Law, Criminal Law, Real Estate, Litigation, and Commercial Law, before joining the Land Title Office for about 10 years where he gained specialized knowledge of Real Estate Law.

Hugh was called to the B.C. Bar in 1999. He has practiced in Comox, Victoria, and continues to practice in Duncan.
